Improving the local business climate, using open data

Recent changes in legislation on access to public information obliges all public authorities, whose decisions are binding, to disclose information about their regulatory activities in the open data format. Given the large number of regulators (including Central and local bodies of Executive power, bodies of local self-government – almost 10 000 bodies) and the importance of using information about their regulatory activities to ensure efficiency and balance of local regulations, reducing administrative burden and prevent corruption risks in the process of applying the USAID “Competitive economy” (Program KEY USAID) has decided to support the organization of a series of training events in several regions of Ukraine. The purpose of carrying out trainings and presentations on issues of regulatory open data is to increase the level of awareness of regulators, as well as representatives of the business community and the public about: 1) legal requirements concerning the release of information on the regulatory activities of Executive bodies and bodies of local self-government; 2) recommendations for regulatory promulgation of open data in accordance with the requirements of the current legislation; 3) the possibility of using regulatory open data to improve the business climate and acceleration of economic growth at the local level. Also by questionnaire participants and presentations are planned to obtain information about the main problems in the sphere of regulatory open data, which will formulate proposals to improve the software and make the appropriate amendments in the existing normative-legal acts.
