The Duke de Richelieu is considered the most unique city-Governor of Odessa's history. During the years of his reign, including the most radical and unusual initiative, Odessa has become a true metropolis on the framework of those times, and the Richelieu, completing the Board, was able to move into the Ministerial seat of the French government. Richelieu was often called one of the “founding fathers” of the city. But why “the founder”, because he arrived in Odessa only in 1803, the year when the city already existed? And could be Odessa a developed, prosperous, be not of Richelieu at the helm of her reign in the first decade of the nineteenth century?
